中国发展经济适用房、廉租房的市场研究

李晓瑞 中文摘要 本文以科学发展观、需求层次理论、二元经济理论、经济发展理论、公共选择理论和产权理论为主要理论基础,以我国经济适用房和廉租房市场为背景,以经济适用房和廉租房的产权分析为切入点,对经济适用房共有产权和廉租房公共产权进行了理论分析,讨论了经济适用房共有产权的市场化实现模式和廉租房公共产权多元化安排形式,并对应不同收入水平的保障群体进行相应分析。 经济适用房共有产权的多样性取决于中低收入家庭收入水平的差异性;廉租房公共产权的多层次安排解决了低收入家庭的住房保障问题。经济适用房共有产权和廉租房公共产权是住房保障制度上的创新,本文联系中低收入家庭和低收入家庭的收入情况,分析了与之相对应的共有产权和公共产权的市场运作方式,并提出了完善经济适用房市场和廉租房市场的优化产权建议。 关键词:经济适用房 廉租房 产权 Abstract Based on the concept of scientific development, need layer theories, dual economic structure, economy development theories, public choice theories and property rights, with our country economical house and subsidiary rental house market for background, through the total property of economical house and the public property of Subsidiary rental house , we analy the property of economical house and subsidiary rental house . According to different income levels of protection groups, we discussed economical house apply to the total property market and the low-cost model of achieving the public property of subsidiary rental house for diversified forms of ownership Economic house total property rights of the economic decision on the application of the total and shared common,.A total of jointly by the economy and the right to property in a manner dependent on the income levels of low-income families difference. The public property of subsidiary rental house in the lowest-income families solve the problem of housing, but also involve the "sandwich class" special groups. Economic house total of the property and Subsidiary rental house public property rights protection system is a major innovation. This paper linked the lowest-income families and the low and middle income families, an analysis of the corresponding total public property and the property market operation, and put forward a sound economy housing market and low-cost optimization of the property market proposals.
