报告简介：

　　摘要：本文从基于环境适应的地区间决策协调的角度来讨论中央对某个职能部门实行垂直管理的原因。在属地管理下，地方政策较为适应本地环境，但也可能由于社会环境的差异而导致地区之间的政策差异较大，从而协调性不足。垂直管理能够较好地实现政策在地区之间的协调一致，但可能导致政策对地方环境的适应程度不够。中央选择哪种方式，取决于决策协调与环境适应之间的权衡。运用同样的逻辑，本文继续讨论了不同地区采用不同管理方式的横向混合模式以及省以下垂直管理这种纵向混合模式。

　　Abstract: From the view of policy coordination based on the adaptation to environment among different regions, this paper discusses the choice of vertical administration made by the center government. Under the territorial administration, a local policy can be adaptive to the current environment very well, while might be quite differentiated and thus poorly coordinated among regions. In contrast, local policies among regions can be coordinated quite well while poorly adapted to local environment under the vertical administration. The choice of the central government depends on the trade-off between the two attributes of coordination and adaptation of a policy under the two modes. The same logic is further applied to (1) the horizontal mixed modem in which one region is under territorial administration while the other is under vertical administration; (2) the vertical mixed modem in which territorial administration is used in province and the vertical administration is used in cities.

　　李石强：经济学博士，中国社会科学院大学经济学院副教授，副院长，研究领域为企业理论与政府治理，在LABOUR、Frontiers of Economics in China、《数量经济技术经济研究》等学术期刊上发表相关论文十余篇，主持完成国家社科基金和教育部人文社科基金项目各一项，担任Journal of Institutional Economics（SSCI）、《经济学（季刊）》、《数量经济技术经济研究》等学术期刊的匿名审稿人。

　　何辉：经济学博士，中国社会科学院大学商学院副教授，党总支书记，研究领域为公共组织理论。
