　　报告摘要：

　　Developing countries are characterized by low levels of pharmaceutical innovation, and one possible reason is the small size of the market. The size of the market in many developing countries is small, not because of the size of the population, but because of low levels of income and lack of health insurance coverage. By providing public health insurance to low-income people, governments may create incentives for firms and other stakeholders to develop new medical technologies. We exploit a natural experiment arising from the implementation of a public health insurance program for rural residents in China -- New Cooperative Medical Scheme (NCMS), and we find that a disease with 10 percent more rural patient shares experiences a 8 to 10 percentage increase in its relevant patent applications from 2003 to 2009 after the implementation of the NCMS.

　　张璇，2019年美国布朗大学博士，新加坡管理大学助理教授，主要研究领域为健康经济、劳动经济和应用微观经济学，在国际健康领域一流期刊Surgery、Health Equity等发表论文，并担任Health Equity, Studies in Comparative International Development等期刊的匿名审稿人。

　　聂辉华，人大经济学院教授和博士生导师，曾任人大科研处副处长、国家发展与战略研究院常务副院长。他主要研究政企关系、企业理论和制度经济学，在《中国社会科学》、《经济研究》、Review of Economics & Statistics 等国内外顶级学术刊物上发表了几十篇论文。他于2008年获得“全国百篇优秀博士学位论文”奖，2011 年入选教育部“新世纪优秀人才支持计划”，2013年入选中组部首批“青年拔尖人才计划” (国家“万人计划”)，2014年入选第七批“北京市优秀青年人才”，2017年入选教育部长江学者奖励计划青年项目。他向中央提交的反腐败、PPP(公私合作伙伴关系)、僵尸企业和官员激励的多篇内参，多次获得党和国家领导人的重要批示，对政策制定提供了重要参考。
